I, JOSEPH R. (iii) any acceptance, funding, facilitation, or assure by a United States man or woman, where ever found, of a transaction by a international individual where the transaction by that international individual would be prohibited by this part if performed by a United States person or inside the United States.
(b)  The prohibitions in subsection (a) of this portion implement except to the extent supplied by statutes, or in regulations, orders, directives, or licenses that may be issued pursuant to this get, and notwithstanding any deal entered into or license or allow granted prior to the day of this buy.
